Technical Program Management

Turn ambiguous strategy into structured programs, visible dependencies, evidence gates, and measurable decisions.

High-consequence technical/program leadership combined with founder-led operating systems, implementation, trade studies, and decision controls.

CASE 01

Launched a Pacific Air Forces exercise that developed and tested 13 unexploded-ordnance mitigation methods and synchronized tactics, techniques, and procedures across five Major Commands and three Department of Defense services.

The program required technical work, evaluation, stakeholders, procedures, and adoption to move together rather than as separate tasks.

CASE 02

Technology portfolio and stage gates

Managed a three-project innovation portfolio and captured $270K in Air Force innovation funding for UXO imaging, command-and-control, and vehicle-security capabilities. In a separate effort, led a $510K wing innovation initiative from concept through funding.

Designed and ran a live Expedient Multiple UXO Disposal proof of concept, coordinating two wing agencies and authoring the safety plan for wing-commander approval before execution.

CASE 03

ATAK command-and-control implementation

Managed the wing server build with the Air Force Research Laboratory and coordinated users and requirements across multiple agencies involved in emergency response.

The resulting ATAK command-and-control platform improved Emergency Operations Center interoperability across three wing agencies.

CASE 04

Founder-led operating architecture

Run a multi-workstream Moonroot operating system spanning field diligence, conservation research, lender and stakeholder engagement, financial models, entity setup, AI-assisted research, and publishing.

Controls include externalized project state, decision/activity logs, source-of-truth rules, structured handoffs, verification gates, portfolio admission criteria, go/no-go thresholds, and explicit human authority for consequential decisions.

Supporting evidence

  • DOE-linked 85-task / 57-deficiency validation; an Air Force Commendation Medal citation credits the work with leading to the first Broken Arrow response-procedure update in 20 years.
  • Five-organization, five-day special-operations exercise with 27 explosive events for 59 participants.
  • Seven-agency interoperability program with five disaster-response exercises.
  • Superintendent scope: 18 Airmen, 19 deployment equipment packages, $6.9M contingency equipment, $300K O&M budget, and 128 purchase orders.
  • Distinct measured improvements: >45% readiness, 33% and 40% qualification-cycle reductions, and 37% fewer internal-control discrepancies.

Scope & boundaries

My program experience comes from Air Force technical operations and founder-led systems work rather than conventional SaaS employment. I lead programs and implementations and partner with technical specialists; I do not present myself as a software engineer or system architect.

Operating pattern

Clarify strategy → Define success → Structure workstreams → Map dependencies → Align owners → Gate risk → Execute → Review evidence → Recommend action → Institutionalize learning.
